If you're trying to disable from the control panels and it's not working, try disabling it from services instead.
Go to Start button -> Run...
Type services.msc
Scroll down until you see...
Windows Firewall/Internet Connection Sharing (ICS)
Try disabling now. You must have administrator privilages of course.
